Dave Richard, PE, has been promoted to serve as the managing director of Nolte's Manteca/Madera offices. In that role he serves as a senior project manager responsible for project delivery, quality assurance, and client satisfaction. He has been with the firm since 1984 and is fully knowledgeable of the capabilities of the entire organization. Prior to the managing director position, Dave was the director of water resources out of Nolte's Sacramento office.
During the last fifteen years, Dave has worked on nearly 50 projects in the area ranging from comprehensive master plans to large scale infrastructure improvements such as the $45 million Manteca Wastewater Quality Control Facility, Phase III Expansion.

Program Management Saves Municipalities Time, Money and the Headaches of Managing Multiple Projects at Once
Nolte recently demonstrated the value of Program Management services to the City of Colorado Springs. Several years ago, residents voted to approve $88 million in bonds to finance 29 capital improvements, including safety, transportation, storm water, parks, and other community enhancements. The resulting Springs Community Improvement Program needed to complete the projects in three years. City Engineer, Gary Haynes, evaluated the magnitude and scheduling requirements of completing the projects on time and within budget, and decided his staff did not have time to hire consultants and contractors for each project. His solution was to hire Nolte to initiate a program management plan on 10 of the projects. Nolte directed each project, hiring the design consultants, overseeing public involvement, coordinating with the city, hiring contractors, and managing the construction inspection process. All 10 projects were completed on or ahead of schedule and the city was able to realize a financial benefit by leveraging project savings and managing revenue streams.

Nolte wins CELSOC Engineering Excellence Merit Award
The Santa Clara Valley Transportation Authority's (VTA) North Line Platforms Retrofit project has been awarded an Engineering Excellence Merit award from CELSOC in the Transportation category. The project greatly improved the VTA's light rail system by providing increased accessibility for the traveling public. The new system allows for a level entry from the platform to the cars, eliminating having to step up to the train and then negotiate stairs. It also eliminated the old mechanical lifts that had been used for individuals with disabilities. In addition to the safety and accessibility benefits, it also increased efficiency since boarding and exiting is much quicker and the train operators no longer have to exit the train to assist people using the lifts. Nolte was the civil design engineer for the project and led a team that included VBN Architects, The Beals Group, and Y&C Transportation Consultants.

Larry Shaw has joined Nolte to serve as the business development manager for their Southern California region working primarily out of their San Diego office. He has 20 years of experience in project development and principal management. His experience includes environmental investigations and preparation of studies and documentation for capital improvement projects. He has worked with municipalities, military installations, special districts, private corporations, as well as city and county governments.
Nolte provides comprehensive engineering, land planning, surveying, and management services for clients throughout the Western United States and in Mexico. Nolte's San Diego office was established in 1969. They also have offices in Corona and El Centro, with a project office in Palm Desert.

Jeff Liebig has joined Nolte to serve as the controller working out of their corporate office in Sacramento. Jeff has over 15 years of strategic and operational financial analysis experience. He is a Certified Public Accountant with a Bachelors degree from California State University, Sacramento. In his new role, he will be responsible for managing the day-to-day financial administration of the 400 person, multi-office engineering firm. Duties include monthly and year-end financial reporting. He is also responsible for preparing management reports, forecasting, financial analyses, annual firm budgets, and cash management. Prior to joining Nolte, Jeff worked at EA Consulting.
