Carl C. de Baca, PLS, has joined Nolte as Survey Manager. He is a licensed land surveyor with 22 years experience in surveying for both public and private sector projects with major emphasis on boundary and control surveys and subdivision design and processing. He will manage Nolte's Sacramento office Surveying Department working closely with the land development, water resources, structural engineering, and construction management groups.

Nolte Names Seven New Associates
Associates serve on Nolte's Leadership Council and assist in managing firmwide operations and planning. They are selected on the basis of their dedication to the philosophy of the company, performance, and effectiveness in serving our clients and working with other team members. The new associates include professionals from all of our regions and from different technical specialties.
Scott Lyle is a registered engineer in our San Diego office. He has over 17 years of experience and is our resident expert in the field of flood control and drainage. He is a Certified Floodplain Manager and holds certificates in various HEC programs, Bridge Scour Analyses, and the FEMA Study Contractor program. One of his most exciting projects is his current contract with the Federal Emergency Management Agency (FEMA) because each assignment typically involves new technology and/or produces new applications (e.g., Geographic Information Systems) that have never been done before.
Bill Miller is a group manager in our San Diego and El Centro offices. He is a licensed engineer with 30+ years of experience. He specializes in water and wastewater treatment facilities and is also a certified Value Engineer. His most interesting professional assignment has been developing the Imperial County market and starting the El Centro office for Nolte.
Rick Moore is a registered engineer in our Denver office. He specializes in land development projects. He has worked on planned communities, subdivisions, school sites, golf course communities, and commercial development projects. He has nearly 15 years of experience (half of which has been with Nolte). One of his more interesting projects was a 120-inch storm sewer that presented several challenges including tunneling underneath two major natural gas lines and two major water lines. Unfortunately, costs were prohibitive and the project did not get built.
Mike Pugh has 17 years of experience and is both a licensed civil and structural engineer. He has designed bridges, buildings, and water and wastewater treatment plant structures. He has also provided seismic retrofit and rehabilitation/renovations to these types of structures. Projects he has enjoyed the most include structurally analyzing a '20s vintage elevated water flume constructed out of concrete. Also his first bridge design project - the McCourtney Road Bridges in Placer County.
John Radcliffe is a licensed professional engineer with over 10 years of experience in both California and Colorado. He is the manager of land development projects in our Colorado Springs office (he also worked in our San Diego and Corona offices). One of his more interesting assignments was Jordan Landing Plaza in Utah. The 400+ acre mixed use development included significant site development including an extensive underground detention system. One of the rewards (and challenges) was serving as assistant project manager on an out of state project.
Rod Walters is a licensed land surveyor with over 30 years of experience. Prior to joining Nolte, he owned his own firm. Over the years, he has performed surveying for clients ranging from Anheuser-Busch, US West Communications, to oil industry firms. Projects have included all types of surveying for high voltage transmission lines, gas pipelines, land development projects, communications lines, and state highway projects. One of his favorite projects was the Windy Gap Dam and Pumping Plant in Granby, Colorado because it was a great engineering project and he was involved from beginning to end.

Nolte has named Rod Mills as the new Managing Director of our Salt Lake City office. Rod has more than 17 years of broad engineering experience on projects in the Western United States, ranging from private and commercial land development and utilities design to building and industrial foundations to earth dams and slopes. His wealth of knowledge and expertise in the area of surveying, water treatment, water storage, water transmission, ground water development, source water management, legal surveys and GIS mapping is unsurpassed. Rod has been an active board member for the Metropolitan Water District of Salt Lake for the past 10 years.

Nolte Hires New Principal
John Dallen, PE, Ph.D., has returned to Nolte as senior vice president of corporate services. In that capacity, he manages the finance, human resources, information technology, marketing, and administration departments for the firm. John first joined the firm in 1990. He left Nolte several years ago to join Research Triangle Institute in North Carolina as a senior director of their information technology services group. John is a registered engineer who received his bachelors from West Point, has a masters degree in management from MIT and earned his doctorate in computer science from Duke University.
